Many people believe that scientificresearch should be carried out by the governments rather than private companies. I think this belief is only partly true. In fact, there are two types of scientific research: basic research and applied research. While governments should be held responsible for the basic research, applied research should be mainly carried out by private companies.

Basic research aims at finding the fundamental laws of the world. Unable to directly generate profits, such research does not appeal to private companies who normally wish to seek immediate return from their investment. Yet basic research is extremely important, without which a country could never achieve substantial scientific progress. Naturally the governments should put money into such basic
research.
